Job Description
Overview
Main Job Purpose:
To review the technical aspect of valuations conducted by outsourced Architects for the Lands Authority, ensuring compliance with guideline documents, and present findings to committees, the CEO, the Internal Audit Directorate, the Board of Governors and any other officials as necessary.
To assist the Land.2s Authority in project planning thereby meeting financial, time, and quality targets.
To provide a range of services related to the profession of Architect and Civil Engineer, including but not limited to valuations, condition reports, vetting and approval of property drawings and / or Land Registry plans, professional advice, and court representation.
To represent the Lands Authority as necessary.
Main responsibilities:
To conduct the valuation review process, for technical soundness, adherence to guidelines, and compliance with CAP 573 or other relevant laws.
To collaborate with the Lands Authority's in-house architects on valuation processes, including drafting guidelines, updating outsourced architects on activities, ensuring quality assurance, and meeting deadlines.
To review and approve any property drawings carried out by the Lands Authority, and any supporting staff, whether in-house or outsourced.
Gathering information and liaising with different officials (Architects, Legal Officers, Quantity Surveyors, Draughtsmen, etc.) in the preparation of tender documents, material requirements and reports.
Coordinating with different contractors, sections, departments, Ministries and any other entities operating within the public sector in the planning, setting up and running of sites.
Liaising with different entities, ensuring that projects run smoothly to high-quality standards and within the pre-defined Program of works and budgets.
Regularly updating and reporting on the project at hand, identifying areas for improvement.
To provide input into meetings organised between the Lands Authority, applicants and their Architects.
To review and provide recommendations to the CEO and Board of Governors.
Provide technical support in the implementation of the measures.
Coordinate the carrying out of assessments, studies and surveys to support any ongoing projects.
Regularly updating and reporting on the cases at hand, identifying areas of improvement.
Carrying out post-project assessments to identify areas for improvement and gather information on both the work itself and its management.
Undertake an official Project Leader role regarding infrastructural projects, including those that might be co-financed by the EU.
To carry out routine daily tasks according to policies, procedures, or instructions in relation to regulatory affairs of the Authority.
Perform any other tasks as required by the Lands Authority from time to time.
Qualifications
Warranted Architect and Civil Engineer.
Experience
Having experience in a similar position will be considered an asset.
Skills
Good knowledge of verbal and written communication in both Maltese and English is essential.
